摩洛哥OCP磷酸盐码头位于摩洛哥大西洋沿岸中心的卡萨布兰卡港，63#、64#、65#和部分66#泊位始建于1928年，总长450m，港池底标高为-8.5~-10.5m，码头面+6.65m；19世纪50年代，对66#泊位延长了131m，港池底标高-12m，码头结构均为实心方块；1968年进行升级改造，原450m码头段，方块前后施打钢板桩，前沿线向外移1m，前板桩与方块之间填充胶结碎石，港池底标高加深至-10~-12m；扩建131m码头段，通过胸墙加宽使码头前沿线向外移动1m。

Morocco OCP Phosphate Wharf is located in Casablanca Port in the center of Morocco's Atlantic Coast. 63# berth, 64# berth, 65# berth, and part of 66# berth were built in 1928, with a total length of 450m. The bottom elevation of the basin ranged from -8.5~-10.5m, while the quay wall was at +6.65m. In the 1950s, 66# berth was extended by 131m. The bottom elevation of the basin reached -12m, and the wharf was of solid blocks. In 1968, upgrading and renovations were conducted. In the original 450m wharf section, steel sheet piles were driven in front of and behind the blocks, and the apron line was moved outward by 1m. Cemented crushed stones were filled between the front sheet piles and the blocks, and the bottom elevation of the basin was deepened to -10~-12m. The wharf section was expanded by 131m, and the wharf apron line was moved outward by 1m through widening of breast wall.

由于海侧钢板桩腐蚀严重、上部结构及附属结构损坏严重以及港池回淤，业主计划对现有码头进行修复改造，修复码头岸线581m。

Due to serious corrosion of seaside steel sheet piles, serious damage to superstructure and auxiliary structures, and siltation in the harbor basin, the Owner plans to repair and renovate the existing wharf. The aim is to rehabilitate the wharf shoreline with a length of 581m.

项目分三个阶段实施，总工期为18个月。Phase0 为设计和施工准备阶段，3个月内完成；Phase1修复PM475-PM800，9个月内完成；Phase2修复PM800-PM1056，6个月内完成。

The Project will be implemented in three phases, with a total construction period of 18 months. Phase 0 is the design and construction preparation stage, which will be completed within 3 months; Phase 1 is the stage for rehabilitating PM475-PM800, which will be completed within 9 months; Phase 2 the stage for rehabilitating PM800-PM1056, which will be completed within 6 months.

2.1 表中综合单价为产品运到需方施工现场除材料费以外的价格，包含但不限于：运杂费、装车费、管理费、利润、服务费、财务费用、税金等一切费用。       

2.1 The comprehensive unit price in Table represents the price of the product when it is transported to the construction site of the buyer, excluding material costs, including but not limited to: transportation and miscellaneous charges, loading fees, management fees, profits, service fees, financial expenses, taxes, and all other costs.

2.2 运输费指把材料由生产所在地完好无损地运至询价方指定交货地点所发生的一切费用。

2.2 Transportation costs refer to all expenses incurred for transporting materials intact from the production site to the designated delivery location by the inquiring party.

2.3 本次招标数量为暂定数量，不作为最终结算依据。需方有权根据工程实际需求进行数量调整，且定价方式不变，最终结算数量以需方验收合格的数量为准。

2.3 The quantity for this tender is a provisional one and will not be used as the basis for the final settlement. The buyer reserves the right to adjust the quantity based on the actual project requirements, and the pricing method remains unchanged. The final settlement quantity shall be subject to the quantity accepted as qualified by the buyer.

2.4 产品需提供产品检验报告、出厂检验报告、送货单、合格证等资料。

2.4 Products are required to provide product inspection reports, factory inspection reports, delivery notes, certificates of conformity and other relevant materials.

2.5 当国家发布政策调整增值税税率时，不含税单价保持不变，增值税税率按调整后税率执行，价税合计随之调整。

2.5 When the state issues policies to adjust the value-added tax rate, the unit price excluding tax remains unchanged, and the value-added tax rate is implemented in accordance with the adjusted rate, with the total price and tax adjusted accordingly.

三、支付方式

Iii. Payment Method

3.1 无预付款。

3.1 No advance payment.

3.2 需方按月结算货款，结算后90天内支付供方结算货款的97%，剩余3%作为质保金，供货结束后******银行转账。合同履行期间供方需提供合法、有效的增值税专用发票。

3.2 The buyer shall settle the payment for goods on a monthly basis. Within 90 days after settlement, 97% of the settlement payment shall be made to the supplier, and the remaining 3% shall be paid as a quality guarantee deposit. The deposit will be paid without interest for six months after the supply is completed if there are no quality issues. However, the payment of the quality guarantee deposit does not relieve the supplier of its guarantee responsibility for the quality of the products. The payment method is bank transfer. During the performance of the contract, the supplier shall provide legal and valid value-added tax special invoices.

四、质量要求、技术标准

Iv. Quality Requirements and Technical Standards

4.1投标人应严格按招标人提供的技术要求及国家颁发的规范和标准进行加工和生产。

4.1 Bidders shall strictly process and produce in accordance with the technical requirements provided by the tenderer and the norms and standards issued by the state.

4.2 到场材料应具有同产品相符的产品合格证、材质检验单、物资清单等质量证明文件。国家标准及招标方业主施工指南技术规范

4.2 The materials on site should have quality certification documents such as product qualification certificates, material inspection reports, and material lists that are consistent with the products. National standards and technical specifications for the owner's construction guidelines of the tenderer

五、报价人资格要求

V. Qualification Requirements for Bidders

5.1 报价人应具备承担本招标项目资质条件、能力和信誉5.1 Bidders shall possess the qualification conditions, capabilities and credibility to undertake this tender project

5.2 报价人不得有以下情形：

5.2 Bidders shall not have any of the following circumstances:

（1）与招标人存在利害关系且可能影响招标公正性；

(1) Having an interest relationship with the tenderer and possibly affecting the fairness of the tendering process;

（2）与本招标项目的其他投标人为同一个单位负责人；

(2) The person in charge of the same entity as the other bidders of this tender project;

（3）与本招标项目的其他投标人存在控股、管理关系；

(3) There is a controlling or management relationship with other bidders of this tender project;

（5）为本招标项目提供过设计、编制技术规范和其他文件的咨询服务；

(5) Has provided consulting services for the design, technical specification compilation and other documents of this bidding project;

（6）为本工程项目的相关监理人，或者与本工程项目的相关监理人存在隶属关系或者其他利害关系；

(6) Be a relevant supervisor of this project, or have a subordinate relationship or other interest relationship with the relevant supervisor of this project;

（7）为本招标项目的代建人；

(7) Be the agent builder of this bidding project;

（8）为本招标项目的招标代理机构；

(8) Be the tendering agency for this tendering project;

（9）与本招标项目的监理人或代建人或招标代理机构同为一个法定代表人；

(9) Be the same legal representative as the supervisor, agent builder or tendering agency of this tender project;

（10）与本招标项目的监理人或代建人或招标代理机构存在控股或参股关系；(10) There is a controlling or participating relationship with the supervisor, agent builder or tendering agency of this tender project;

（18）法律法规或投标人须知前附表规定的其他情形。

六、询价文件的获取

凡有意参加投标者，请于2025年 7月23日12 时00分至 2025 年7月28日15 时00分(摩洛哥时间，下同)，线下发送电子招标文件。

Iv. Acquisition of Inquiry Documents

All those who are interested in participating in the bidding are requested to send the electronic bidding documents offline from 12:00 on July 23, 2025 to 15:00 on July 28, 2025 (Moroccan time, the same below).

七、报价文件的递交

7.1 文件递交的截止时间（投标截止时间，下同）为2025 年7月28日15 时00分，投标人应在截止时间前线下发送电子招标文件。

7.2 逾期未提交的报价文件，视为放弃报价。

Vii. Submission of Quotation Documents

7.1 The deadline for submission of documents (the bid submission deadline, hereinafter referred to as the same) is 15:00 on July 28, 2025. Bidders should send the electronic bidding documents offline before the deadline.

7.2 Quotation documents that are not submitted within the prescribed time limit will be regarded as giving up the quotation.
